The National Registry launched this Friday morning an online system that will allow notaries, in a first phase, to carry out transfers of properties and other movable and immovable assets. The idea is to eliminate lines, minimize the loss of time and save costs for transfers.<\/div>\n<\/div>\n
\n\nThe system called RNPDigital starts as a pilot plan for three months. By February or March next year, it will be permanently enabled, the entity announced.\n\nIn this test phase, the platform will process a limited number of processes, since for now only 23 out of 81 municipalities have a management agreement in the system.\n\nThese municipalities are San Jos\u00e9, Aserr\u00ed, Desamparados, Santa Ana, Tib\u00e1s, Moravia, Alajuela, San Ram\u00f3n, Grecia, Orotina and San Carlos.\n\nAlso, Cartago, La Uni\u00f3n, El Guarco, Heredia, San Isidro, Bel\u00e9n, Liberia, Esparza, Aguirre, Parrita, Pococ\u00ed and Siquirres.\n\nThose who use the Internet page will have exactly the same conditions as those who carry out the procedure at the window. However, since the use of digital signature on the platform is mandatory, it is assumed that the virtual option would be more attractive for security and time saving, said Edwin Monge Alfaro, from the area of technical standardization of the National Registry.\n\nMonge said that RNPDigital will be able, at a later stage, to receive payments of liens and allow notaries the possibility of adding their assistants or other notary colleagues (with digital signature), to do paperwork.\n\nThe idea was born in 2014 and is the product of an institutional alliance between the National Registry, the Ministry of Economy, Industry and Commerce and the subsidiary of the Costa Rican Electricity Institute, Radiogr\u00e1fica Costarricense (Racsa).\n\nThe initiative aims to minimize the paperwork involved in these processes, lower the cost of physical transportation of notaries to the Registry and save paperwork for users. As the value of assets is online, it is also expected to improve tax collection.\n\nAs the system uses digital signature, it also assures the Administration a greater control of those responsible before the State for all properties.\n\nThe first phase of the project started this Friday with the electronic forms that allow notaries to carry out transfers of movable and immovable property, registration of pledges and mortgages.\n\nIn a next stage, other forms will be made available to allow the cancellation of pledges, mortgages, encumbrances of movable and immovable property and registration of vehicles.\n\nHow it works\n\nThe resource can be used from the page www.rnpfacil.go.cr. When entering the site, the option \u201cEnter with Digital Signature\u201d must be chosen and there the notary fills out an authentication record.\n\nOnce this step is completed, the notary manages online all the different procedures that are enabled.
